It is specialized in setting up national network for scientific and technological information as well as securing its connection and cooperation with national establishments in order to be linked with international net to spread knowledge in all its aspects. It is managed by the council of scientific and technological information center.

It is divided to three departments:

1 . E- Projects Department
2 . Networks department
3 . Technical Services Department


Technical Services Department

    The department is responsible on marketing of software products that are produced in UOITC to the public and private sector as well as media and promotion for these products through roaming and personal interviews with beneficiaries of these products, using internet and    various media to promote all the products of UOITC and it is responsible on documenting and following up all the university business-related products. All the previous tasks are implemented by the following sections:

1.  Marketing Networks Services Section  

    Preparation of official letters to announce   the  university  training  curriculum  and university networking academy curriculum during  the year  , generalization of courses outside plan , generalization of official letters of software systems brochures for the purpose of marketing to Iraqi universities , institutes and ministries via E-mail,   setting up an introductory systems CDs ready for marketing  in which details of programs are shown whence working environment and all possibilities and services offered by the programs , as well as field visits to public and private services sector for the promotion of the systems  and courses held by the university to meet the needs of institutions .

2. Documentation and Follow up Section

    Documentation of all events and activities of technical services department and other departments via electronic documentation system and follow up of projects, activities and administrative affairs of all departments of the center of scientific and technological information over the year.

Achievements of the Department:

1. Guide of   universities websites annually.

2. Team work of documentation of software systems (electronic archiving, follow up the students and the lecturers and electronic service).

3. Team work of documentation of electronic website for scholarships directorate supported with database.

4. Workshop of project management professional (PMP).

5. Two courses of Ms. Project in 2010.

6. Participation in University committees, systems teams, and conferences, workshops and seminars at the University.

7. Design and publish software programming brochures and following up the new versions to design new brochure and publishing it on the University website for the purpose of marketing and promotion.

Networks department

    National information network is the civilized facade to newly Iraq evolution as it provides the possibility of building secure database for scientific and technological information which can be referred to by universities, institutes, state organizations, experts in the field of computer and beneficiaries of private sector to take advantage from information provided by this network.

    It specializes in Installation networks with its various technologies (LAN, WAN...etc), in addition to, internet systems...i.e. Satellite Internet Access (VSAT) , Video Teleconference Systems (Vtc) and server computer which works by (Win Servers, Microtik) and be supervised by specialist employees

    The department employees give lectures in the field of networks science in Training Department and Cisco Networking Academy. Submitting scientific consulting for state organizations and private sector

It is divided to three sections    

1. Section of Network Software and Equipment

• Securing the connection and arranging service between intranet and internet.

• Maintain existing software on the national grid.

• Carrying out of the warrants given to the beneficiaries

• The use of intranet and Internet in remote teaching in universities and scientific institutions.

• Provision "online" service.

2. Security of Networks, Computers, and Communications Section

• Provision a means of network security through using   network security related programs.

• Follow up the daily work of the network and protection from viruses

• Denial of service for hackers, who are the direct cause of unauthorized breakthroughs to the network.

• Follow-up security clearances about working on the network


3. Section of World Wide Web and Intranet

• Linking of intranet and internet

• Design and implementation of linking the university intranet and the  state organizations

• Perpetuation and maintaining executing networks

• Keep up with developments and most modern technology via using modern equipment and applications.

• Give courses in the field of networking for all employees in state organizations and citizens in general.

  Achievements of Networks Department

• Supervision and maintenance of network of MOHE directorates in the Educational Complex (Directorate of Scholarships and Cultural Relations and Directorate of Studies, Planning and Follow up)

• Design, implementation and maintenance of intranet for the state organizations and private sector

• Participation in conferences, seminars and workshops inside and outside the university

• Design, implementation and maintenance of intranet of university and its internal residences.

• Supervision and follow up the work of internet server

• Design and implementation of  Network for  electronic fingerprint device

• Installation and update anti-Virus programs to the internet equipment at the university.

• Give courses for the Training Department in the field of networks and operating systems.

• Granting Cisco Academy Certificate first level (CCNA1) for employees at state organizations and private sector as well as supervising the laboratory of Cisco Networking Academy at the University.

• Participation in the project of electronic form and preparation of network and computers security requirements.

• Participation in different committees at the University and the Commission.

E- Projects Department

It has been developed to follow up all computers and informatics related projects in MOHE since the center of scientific and technological information belongs to UOITC and responsible on implementation and developing all projects of computers and informatics. The department is divided into three sections:
1. E-learning section.
2. World wide web section.
3. E-library section.


1. E-learning Section

It is specialized to supervise design , implementation and development of e-learning system via using most latest technologies in the field of information technology as well as helping beneficiaries to set up and provide the system digital content, in addition to, design and implementation Smart Class Project which is the most developed technology in the field of e-learning.


2. World wide web (web programming and design)

The section has been developed to design sites on international information net. It performs the following tasks:

A. Design websites for MOHE directorates and other state organizations, administrating and updating these websites continuously as it is required to keep up with informatics developments.
B. Setting up of designs related web pages of MOHE and submitting these designs to the team responsible on MOHE web-site.
C. Submitting scientific consulting in the field of websites design and setting up websites designs to Iraqi universities.


3. E-library Section

The idea of forming and publishing the electronic library on the internet crystallized since 2003. It started on the basis of database configuration consisted all theses of Higher Diploma, Master, and PH.D. in the library of Informatics Institute for Postgraduate Studies which belongs previously to Iraqi Commission for Computers and Informatics as a first stage and then linked it with Iraqi universities e- libraries as a second stage. So far the first stage of building the database and publishing it on the internet has been finished.


The achievements of the electronic projects department for the year 2014-2015:

1. Development of e-form system.
2. Theses guide.
3. Follow-up the student and the teacher (lecturer) system.
4. The development of the websites (University website and ICCI website).
5. Work with e-archiving system.
6. Start working on the project of automation system for Scholarships and Cultural Relations Directorate.
7. Participation in exhibitions to showcase the work of the section.
8. Automation of ICCI magazine with the Iraqi academic journals within the Directorate of Research and Development.
9. Work on documenting all systems achieved by the department in cooperation with the Technical Services Department.
10. Give courses by E-Project Department staff in the Training Department.
11. Participation of the department employees in evaluation the systems achieved in the university.
12. Design of system of electronic submission to higher studies.
13. Participation within the team security and Protection Systems.
14. Annual incentive system.
15. Preparation of Workshop of Human Resource system.
16. Preparation of seminars at the university.
17. Design electronic service system.
