As part of implementing the directives of the
Ministry of Higher Education and Scientific Research and the activities of the National Education Strategy for November 2026, the Continuing Education Center, in cooperation with the College of Business Informatics at the University of Information Technology and Communications, held a scientific seminar titled “Developing Legal Skills,” presented by the college instructor, Assistant Lecturer Mohammed Muneer Adnan.

The seminar addressed the legal safeguards that must be observed when conducting investigations and imposing disciplinary penalties, in accordance with the State and Public Sector Employees Discipline Law No. (14) of 1991 and its amendments. It emphasized the necessity of adhering to legal procedures, verifying jurisdiction, and providing employees with the opportunity to present their statements and defense regarding the attributed violations.
The seminar also reviewed a set of basic legal skills required for staff in a university work environment—most notably documentation, verification of legal texts and instructions, tracking deadlines and procedures, sound legal drafting skills, and mechanisms for grievances and appeals in accordance with approved
administrative and legal contexts.

The seminar witnessed attendance and discussion by the university’s teaching staff and employees, contributing to the enhancement and enrichment of legal awareness as well as the development of functional and administrative skills.
