About Our Department

Vision

The Department aims to consolidate (UOITC) position as a global academic platform by building strategic partnerships with Universities and scientific unions and activating international cooperation programs, thereby contributing to raising the academic and research level of faculty members and promoting scientific and cultural exchange.

Mission

The Department of Scholarships and Cultural Relations seeks to provide an integrated academic environment that supports the development of teaching and research staff through the provision of advanced academic scholarships, programs, and fellowships. Thus, the department contributes to the development of cadres capable of supporting the community and its institutions and enhancing Iraq’s global standing.

Goals

  1. Strengthen links between the University and various international universities by signing academic and scientific cooperation agreements.
  2. Expanding the areas of cooperation between the University and leading scientific unions and organizations.
  3. Supporting scientific and research development by sending students of primary and higher studies in educational and research scholarships and fellowships.
  4. Organizing a study leave scholarship outside Iraq.
  5. To dispatch faculty members, staff, and students for training, scientific research, and participation in international conferences.
  6. To give scientific sabbaticals to professors outside Iraq.
  7. Academic secondment opportunities for professors at international Universities.
  8. Hosting experts and professors from outside Iraq.
  9. Encourage faculty members and students to participate in international awards and competitions.
  10. Organizing induction workshops and seminars on scholarship instructions, fellowships, and study leaves.
  11. Organizing induction and educational workshops for the program of the Higher Committee for the Development of Education in Iraq.

Department’s Sections and Units

Students Abroad Affairs Section

1- Follow-up to scholarships programmes , fellowships, grants and study leave.

2- Dissemination of scholarships programmes, fellowships, grants and study leave to the University’s staff.
3- Application of the regulations, standards and conditions in force as instructed by the Department of scholarships and Cultural Relations to candidates for all scholarships, fellowships, grants and study leave .
4- Address the scholarships and Cultural Relations Department on the University’s candidates for scholarships programmes, fellowships and grants.

5- follow up on the University’s members who have been on a scholarship and study leave until their studies are completed.

Cultural Relations Section

1- Follow-up of cultural, scientific and academic cooperation and exchange programmes.
2- Dissemination of instructions from the Department of Cultural Relations regarding scientific and cultural cooperation programme.
3- Contact official and academic entities that are ready to cultural, scientific and academic cooperation and exchange .
4- simplify entry procedures for visiting delegations to our university including requesting entry features .

5- Follow-up on the participation of the University’s members in international conferences, workshops, seminars and training courses.

European Union Project Unit (Erasmus+)

In response to the University’s vision of expanding international cooperation, and with the support of the Ministry of Higher Education, the European Union Projects Unit (Erasmus+) was established by Ministerial Order. 26913 in 2023/8/15 and is administratively linked to the Department of Scholarships and Cultural Relations, aimed at strengthening research and academic partnerships with European universities within various EU programs, thus contributing to the development of academic and research capacities of university members.

Study in Iraq Unit

A Study in Iraq Unit was established at the University of Information and Communications Technology in Order No. 130/5/3 of 2024/2/28 based on the Department of Scholarships and Cultural Relations letter, 6707/33 of 2024/2/15. The Unit is responsible for the preparation of the annual plan for the seats awarded within the two school channels (Free and partial fees (as part of the Study in Iraq initiative and the completion of paper and electronic archiving transactions for accepted students’ files, as well as providing the Department of scholarships and Cultural Relations with updated statistics for students admitted to the initiative.

Funds Assessment Unit

This Unit is responsible for monitoring the financial obligations of expatriate students whose study files were closed by ministerial orders, whether because they did not receive the certificate or did not proceed after graduation. It aims to regulate and settle financial benefits per the Ministry’s instructions.

Department Director’s Speech

Based on our University’s vision to enhance its academic and research status at the international level and our belief that academic openness and international cooperation are the keys to excellence and innovation, the Scholarships and Cultural Relations Department works to ensure that the bridge linking our University to academic and research institutions is local and global. Through our international partnerships and scholarship programs, we seek to enhance the University’s outputs by providing students and faculty members opportunities to benefit from emission, fellowship, and study leave programs.
In addition, the Department seeks to develop scientific and cultural relations by expanding the fields of scientific cooperation. We are also keen to conclude international agreements and memorandums of understanding with leading international universities and academic institutions, focusing on activating memorandums to exchange academic and research experiences and enhance the University’s presence in prestigious scientific forums.
We pay special attention to supporting and advising our students and faculty members regarding scholarship opportunities, exchange of scientific visits, and joint research programs to ensure that they can make the most of the outstanding opportunities.
