The Ministry of Higher Education and Scientific Research has signed a contract with the Ministry of Communications to adopt digital signatures in its official transactions as part of a comprehensive digital transformation and automation project, making it the first Iraqi ministry to implement this technology in its official dealings.

During the contract signing ceremony, attended by the head of the Parliamentary Education Committee, Dr. Adel Al-Rakabi, Acting Minister of Higher Education and Scientific Research, Dr. Abdul Hussein Al-Moussawi, confirmed that the adoption of digital signatures represents a continuation of the digital transformation path embraced by the ministry to enhance the higher education environment. He pointed out that automation and updating educational and academic procedures and mechanisms aim to improve performance levels and enhance the quality of educational outputs, in addition to simplifying procedures and speeding up transaction completion.

The Acting Minister of Higher Education explained that the digital transformation and automation project within the Ministry of Higher Education and Scientific Research is progressing in line with government trends toward building an integrated digital administrative environment. He noted that cooperation with the Ministry of Communications is carried out within legal frameworks and aligns with the government program’s components, keeping pace with technological developments and modern management requirements.

For his part, Minister of Communications Mr. Mustafa Sand confirmed that adopting digital signatures represents a qualitative step towards institutional integration among state institutions and embodies the transition to a comprehensive digital environment in official transactions, thereby enhancing the efficiency and accuracy of procedures and aligning with the requirements of modern government management.

The contract was signed on behalf of the Ministry of Higher Education and Scientific Research by its Administrative Deputy, Professor Dr. Adnan Ibrahim, while it was signed on behalf of the Ministry of Communications by the General Director of the General Company for Communications and Informatics, Engineer Ali Yasin.

The contract signing ceremony included a presentation of the main components of the digital transformation and automation project within the Ministry of Higher Education and Scientific Research and what has been achieved in terms of systems, programs, and digital services that have contributed to developing institutional work mechanisms and enhancing the level of services provided to students, faculty members, and employees.

In this context, the Deputy Minister of Higher Education for Scientific Research, Professor Dr. Haidar Abd Dhihad, reviewed the ministry’s plans to complete the requirements for comprehensive digital transformation and automation, emphasizing that reaching an integrated digital system requires effective digital connectivity between the ministry, universities, faculty members, employees, and students to ensure data, procedures, and services are integrated within a unified digital environment.

The adoption of digital signatures is part of the Ministry of Higher Education and Scientific Research’s efforts to establish digital transactions and develop a comprehensive administrative and educational system that connects the ministry with its formations through modern digital mechanisms.
