In implementation of the activities and programs of the National Education Strategy for the month of October, the Center for Continuing Education at the University of Information Technyology and Communications organized a webinar entitled “Developing Legal Skills”, presented by the lecturer at the College of Administration and Economics at the University of Baghdad, Professor Dr. Nawal Tariq Ibrahim.
Dr. Nawal began the webinar by defining law as a social system that aims to protect individuals and safeguard their interests. She explained that the principle of transparency is a philosophical framework linked to social contract theory, which emerged as a result of societie’s need for authority to regulate relationships between individuals and limit chaos and conflict.
The webinar touched on the Islamic foundations of transparency through the principles of consultation and honesty, noting that the Holy Quraan included many verses that emphasize the importance of consultation in human life, while honesty is considered one of the essential pillars on which transparency in word and deed is based, as it is synonymous with the concept of censorship.
Dr. Nawal explained that transparency contributes to removing ambiguity within institutions, and represents an essential element in institutional development by enhancing citizen participation, increasing the institution’s credibility before the government and public opinion, as well as supporting legitimacy and helping in selecting competent administrative leaders in line with development plans.
The webinar also addressed the types of censorship within institutions, whether internal or external, and their role in achieving administrative democracy and providing a healthy organizational environment, stressing the importance of true transparency based on the independence of administrative decision-making and consolidating ethical values such as honesty,trustworthiness and integrity, and staying away from manifestations of administrative corruption.
The webinar concluded by emphasizing that accountability and transparency are fundamental pillars of any successful organization, and that a balance between authority and responsibility is the ideal path to building effective management capable of achieving the public interest and serving society.
