University President Prof. Dr. Abbas Mohsin Al-Bakri chaired the ministerial team meeting with representatives of UNESCO in Iraq, Lebanon, and China, and the International Institute of Higher Education and Chinese Innovation.

A team from the Ministry of Higher Education headed by the President of the University of Information Technology and Communications Dr. Abbas Al-Bakri, and a number of general directors and specialists from the ministerial team for E-learning held a meeting with representatives of UNESCO in Iraq, Lebanon, and China, and the Chinese International Institute for Higher Education and Innovation via a closed electronic circuit, and discussed the path of cooperation and mechanisms of understanding that enhance communication in the field of higher education and information technology and recruit them to serve the partnership at the level of global education and move to implementation steps to establish the National Center for Smart Learning in Iraq, and accelerate steps related to technical operational details.

The gathering agreed to form a technical team from the Ministry and the University to follow up the implementation of the program, while the meeting offered to benefit from the Institute for Online Training and Development IIOE, to be available free of charge to all instructors in Iraq.

The Minister of Higher Education and Scientific Research, Prof. Dr. Nabil Kadhem Abdul Saheb, praised the efforts of UNESCO at its headquarters and its regional office in Lebanon, the UNESCO office in Iraq, and the International Institute for Higher Education and Innovation in China to support integrated education in Iraq, appreciating the vigorous efforts of the UN organization to conclude the partnership with Iraq and support the Education environment through the establishment of a national center for smart education at the University of Information Technology and Communications in Baghdad.
